But it sort of is because they were clearly capable of offering that 13 years ago but not so much now (or just an unwillingness to do so) in an age of obscene income. The other teams you mention could never have even thought about offering that 13 years ago.

They probably couldn't even have signed players for that kind of money because they wouldn't have been interested.

The league positions since 07 have suffered under Ashley, but still, since 2007 we have had an owner worth over 2 billion that hasn't once sanctioned a deal over £14 million.
The failure to break that record transfer fee is solely down to Ashley's unwillingness to spend serious money to push the team past what it has always been under him (a team that scrapes through nearly every season, just about staying in the league to generate more money).

The two aren't mutually exclusive, he has interfered and made terrible managerial (both in terms of actual managers and board members) decisions at every turn. But our unwillingness to spend is also a killer to progress.
Look at the season we finished 5th, that season came from nowhere but suddenly we had a great chance to strengthen and consolidate ourselves as a top half team, so what did we do? We spend 8 million on 3 players, one was Anita and the other 2 were youth players who probably played less than 10 senior games in their Newcastle careers. So that season we finished 16th.
Last season we sold our big assets to fund a push back to the PL which we achieved, this season the vital thing is to stay up. So what do we do to achieve this? Failed to capture any of Benitez's main targets, refusing to buy anyone of any real quality/experience and look where we are again, fighting to stay up in a season in which many teams are underperforming. We couldn't have asked for an easier first season back, but we have more or less the exact same squad as what we had in the Championship and we're struggling.
