It's because while the theory is sound in principle, players that get bought by PSG didn't exist in a vacuum before that. When you only have two or three Nermans in the team and the rest are homegrown French lads, sure. But once you've bought enough Nermans, well ... They played in CL before, won it. They know the way. It becomes just a matter of time and money. Which is why PSG's eventual CL win will only matter for PSG fans. The hollowest of achievements.

Bayern is pretty succesfull in the CL too. And they have had plenty of seasons without any serious competition in the league over the years.
