its no mystery why a significant amount didn't get vaccinated. that same portion of workers was crazy enough to work in those conditions and buck the unions. if thousands say they're not working in coal mines because of legit concerns - and a few stick around because they don't believe that breathing in that toxic shit is actually bad - then giving the few that showed up (which were used to undercut the leverage of the majority who threatening even more walkouts) some incentives to get checked out after working is not a "finally those guys are taking their health seriously" take
